# Effect Layer

> Add a non-visual layer that changes the look of everything under it.

**Effect layer** on the tool rail adds an adjustment layer. It has no picture of its own. It sits above other layers and changes how they look for as long as the effect layer lasts.

That is different from an effect on a single photo, title, or shape. One effect layer can treat every layer under it for that stretch of the timeline.

Select the effect layer to add color, blur, glow, distortion, texture, masks, and blend settings. Animate those values with keyframes when the treatment should change over time. See [Effects, masks, and appearance](https://captions.ai/help/web/layer-settings/effects-masks-appearance.md).

Shorten or move the layer on the timeline to limit how long the treatment runs.
