Aspect ratio is a project setting. It changes the frame for the whole timeline.

Open Settings

In the editor, select Settings on the tool rail.

Choose a ratio

Select Aspect ratio.
Aspect ratio menu with 9:16, 16:9, 1:1, 3:4, 5:4, and Custom
The current ratio is highlighted. Choosing another ratio reframes the project. Check captions and titles after you switch, and use Color scopes after a crop if you want to confirm the frame.
